BPP Applauds Army Chief Over Procurement Act Compliance

BY COBHAM NSA, ABUJA – The Director General, Bureau of Public Procurement (BPP), Mr Mamman Ahmadu, has applauded the Chief of Army Staff (COAS), Lt Gen. Tukur Yusuf Buratai for Nigerian Army’s substantial compliance with provisions of the Public Procurement Act under his watch.

Ahmadu noted that unlike the past where abuse of due process was evident in the system, there has been a change of attitude under Gen Buratai, as the Army now complies with extant rules and provisions of the Act.

He said this new disposition is exhibited by the Army’s regular interface with the Bureau for guidance and direction to ensure “due process” is followed to the latter.

The Director General said the nation owes of so much to the military with regards to public procurement because planning and strategy which are hallmarks in the principle of militarism play a fundamental role in public procurement process, stressing that BPP’s terms, as applied in business, procurement and other fields of endeavor, resonate well with the military tradition of discipline and due process.

Ahmadu, who appreciated and congratulated the COAS and the Nigerian Army over their gallant exploits in degrading the insurgency, terrorism and militancy in the North-East regions and other parts of Nigeria, said it is heartwarming that the Army has remained in the forefront of pursuing due process in the Nigeria military.

He said “valued engineering” used in most procurement procedure emerged from the military procurement process, adding that  compliance level in the military is traceable to their disciplined training which makes them sticklers to rules; regulations; and standard operating procedures.

The BPP boss assured the COAS that the Bureau will support the Nigerian Army in their commitment to always remain due process compliant.

In his remarks, the COAS, Lt. Gen Buratai commended the Director General for giving the public procurement reforms priority attention, especially the provision of guidelines, guidance and direction in public procurement process.

A statement by the Chief Press Secretary and Head of Media, BPP, Segun Imohiosen quoted Buratai as saying the Army would always seek collaboration and synergy with the Bureau on due process in their future dealings.

The COAS describes the Military as an institution that complies with due process, even as he praised the BPP boss and management for sending a resource person to enlighten and educate Army officers on due process in a recently held seminar.

Gen Buratai pledged continuous partnership with the Bureau with assurances that public procurement will not only be a prominent feature at the Army Headquarters but also at all Army formations in order to keep all relevant officers abreast with the procurement procedures.

The COAS also congratulated the Director General for a successful one year in office as well as his birthday during the month.
