Gov Yusuf Set To Unveil Second-Class Emirs In Kano
Governor Abba Yusuf of Kano State says his administration is set to appoint the Emirs to oversee the affairs of three newly created second class Emirates in the State.
Governor Yusuf spoke while assenting to the Kano State Emirate Council establishment bill passed by the Kano Assembly on Tuesday leading to the creation of three second class emirates.
After signing the bill into the law at the Government House, Governor Yusuf said establishing the Emirates is a testament of the importance the state government attaches to the traditional institution.
He said; “The establishment of the emirates is a testament to our commitment to recognize and strengthen the traditional leadership structure that has played a pivotal role in administration and development of our communities
“Our administration recognizes the invaluable contributions of traditional institutions in maintaining peace, stability and fostering development.
“It is our believe that these Emirates will enhance local administration and ensure that the rich cultural heritage of our communities is preserved.”
According to him; “As we moved forward, I urged all the newly established Emirates to work in harmony within the confines of the Kano emirate to promote unity, peace and development across our state.
“This administration will in due course announced the respective second class emirs who will take charge of the newly established Emirates.”
Also, applauding the lawmakers for passing the bill, Governor Yusuf said; “Let me seize this opportunity to extend my heart felt appreciation on behalf of the government and good people of the state thank the Kano State House of Assembly under the leadership of Rt. Hon. Jibril Falgore for responding to the yearnings and aspirations of the people of the state.
“The Assembly has discharged yet another significant constitutional responsibility by passing a bill for the establishment of three second class Emirates in Kano State.
“This significant milestone marks a new chapter in our continuous effort to preserve and enhance the cultural heritage and traditional institutions that are in tandem to the identity and unity of our dear state.”
Kano Lawmakers Create Three Second-Class Emirates
Forefront News reports that the Kano State House of Assembly had on Tuesday passed the State Emirates Council Establishment Bill 2024, creating three new second-class emirates.
The bill, sponsored by Deputy Speaker Muhammad Bello Bututu, established Kano as a first-class emirate, with Rano, Gaya, and Karaye designated as second-class emirates.
Passing its third reading during a session presided over by Speaker Ismail Falgore on Tuesday, the bill expressly stated that the newly established Rano emirate will comprise Rano, Bunkure, and Kibiya local government areas. Gaya emirate will include Gaya, Albasu, and Ajingi local government areas, while Karaye emirate will consist of Karaye and Rogo local government areas.
The second-class emirs of these emirates will be answerable to the Emir of Kano. They will have the authority to advise the Emir on matters related to public order, boundary disputes, community conflicts, and religious affairs within their jurisdictions.
The bill’s Section 3 states that all appointments and activities of both first-class and second-class emirs will require the governor’s approval through the Commissioner for Local Governments. Section 4 outlines the hierarchical structure, establishing the Emir of Kano as the head of all emirates, with second-class emirs exercising jurisdiction over their respective local government areas.
Section 7 empowers the Governor to appoint any suitable person as a second-class emir per the provisions of Section 4.
Expressing his support for the establishment of the Rano Emirate, the NNPP member representing Rano, Ibrahim Muhammadu, said; “The establishment of the Rano emirate is a welcome development. It is one of the ancient emirates that predates Kano state.
He also praised the Deputy Speaker and other party leaders for proposing and supporting the bill.
The bill notably excludes the Bichi emirate, which was created by former Governor Abdullahi Umar Ganduje but dissolved by the new Kano Emirates Council (Repeal) Law 2024.
The bill has now become law after Governor Abba Kabir gave his assent on Tuesday.
