AGF Under Scrutiny As Allegations Of Inefficiency And Loyalty Fo Finance Minister Threaten Fiscal Policy

The Accountant General of the Federation [AGF], Mr. Shamseldeen Ogunjimi may face sanctions following allegations of inefficiency in fund disbursement to Ministries, Departments, and Agencies (MDAs).

Sources said the AGF’s office has been involved in deliberate acts of delaying payments to MDAs by awaiting second round of approvals from the Minister of Finance and Coordinating Minister of the Economy even after presidential approvals.

It was further gathered that the delays resulted in a backlog of payments, with some MDAs waiting for months to receive their overheads as well as payments for outsourced services.

Checks further indicated that the development had incapacitated the agencies, thus making it difficult for them to pay for essential services such as electricity.

For instance, the last release of overheads and outsourced services was reportedly made in August 2025, leaving a backlog of four months.

 Sources close to the Ministry of Finance and the Office of the Accountant General of the Federation, alleged that the AGF’s appointment was influenced by the Minister, and that he is exhibiting loyalty to the Minister by always seeking second approvals before finalising payments.

This practice has reportedly resulted in tardiness and inefficient disbursements of approved funds to MDAs, a practice that has been described as an affront to the approving authority of the president.

It was also gathered that the delays in fund disbursement have serious consequences for the nation’s fiscal policy just as fiscal policy analysts see the president’s directive stripping the minister of Finance, Mr Edun of some of his core responsibilities as timely and necessary to prevent the nation from total collapse.

For now, the fate of the Accountant General hangs in the balance as the President’s directive is being closely watched.

In the mean time, the Minister of State for Finance is expected to play a crucial role in determining the AGF’s future, as watchers are waiting to see if the AGF will be willing to take instructions from the Minister of State or continue to engage in delays.

The allegations against the Accountant General of the Federation highlight the need for reform in the Ministry of Finance.

Analysts contend that the president’s directive is a step in the right direction, but more needs to be done to ensure that funds are disbursed efficiently and effectively to support the nation’s development.
